The City Council presents the Avilés Digital Identity Platform (PIDA).Avilés City Council has developed a self-managed digital identity platform with blockchain that allows citizens to register and access different services from their citizen app. The app allows you to register and verify your identity online and in person. In this process, your identity can be verified in person at the Town Hall, through Cl@ve, and through image processing processes by checking your ID, your data and your face. Ultimately, the validation will be carried out by a public official according to the European eIDAS identity regulations. Once this fact is verified, a DID (Digital Identity Document) is generated that the citizen can manage, facilitating access or repudiation of certain personal data through the use of blockchain. The permissions that the citizen has provided to each of the services are stored in the blockchain so that access management is always the users, allowing real-time consultation and modification of any identity attribute by the citizen. It is a simple process in which your data is verified through different checks. These verifications include the validity of your DNI and your email and the verification of your personal data including images of the face of each citizen. Every time a citizen is validated, a virtual card is created that will allow them to identify themselves and access the services integrated in the PIDA project through its app. The PIDA platform also has a management system in which to manage the associated services and products, as well as carry out all the traceability of the application and validation processes. Likewise, the applications will allow citizens to send incidents of all kinds, reporting information, problems or complaints for treatment. The app has several functionalities such as identification through dynamic QRs. Dynamic QRs contain identification information without including personal data and are signed with a cryptographic key to guarantee unequivocal issuance from the PIDA platform. In addition, they have a limited duration in each refresh, updating the information every few seconds, thus changing the image of the QR to avoid sharing it. Initially, the sports service is integrated in which the user will generate a DID in which the member identifier is linked so that he can identify himself and access the facilities. Later, other services that are currently being developed will be integrated, such as citizen ATMs for the use of electronic administration services.
